His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam in a titah strongly emphasises that bad elements such as bullying as often heard nowadays, should NOT occur in Brunei Darussalam. The Monarch stresses that there should not be any youth, students and underaged school children in the country who fall into, be influenced or follow any bad elements and misconduct.

This, His Majesty emphasises, is not Bruneian culture, as our culture comes from the teachings of the Prophet Muhammad which are noble and perfect. His Majesty stresses the matter in the Titah in conjunction with the Maulidur Rasul Shallallahu 'Alaihi Wasallam Celebration for 1447 Hijrah / 2025, broadcast nationwide. His Majesty began the titah by first expressing gratitude to Allah Subhanahu Wata'ala as by His grace, the country is able to once again celebrate great event of the birth of Prophet Muhammad Shallallahu ' Alaihi Wasallam, for 1447 Hijrah.​
